Strong Mayor powers were assigned to Clearview Township on May 1, 2025. The Province expanded these powers to 168 additional municipalities to support the provincial priorities of building more homes.
My initial reaction was to consult with members of council and assure our staff that leadership practices will continue to be collaborative and cooperative. As your Mayor, I am grateful to have a positive relationship with all members of Council and senior staff.
I will continue to lead our community working collaboratively with Council to deliver in the best interest of our residents and visitors. Strong Mayor powers are a part of the responsibilities of the Mayor and I will rely on Council to consult with me prior to any decisions. The legislation does permit the delegation of some of the specific Mayoral responsibilities and today, I have decided to do so.
With immediate effect, I have delegated specific responsibilities provided to me as Mayor; I have delegated authority of corporate organizational structure and employment matters to our CAO, directions related to the creation and appointments of prescribed committees have been delegated to Council as a whole, along with the hiring or appointment of the CAO. Council will continue to have the responsibility of all committees delegated to our valuable volunteers.
The legislation outlines some Strong Mayor powers I cannot delegate, such as the need to present the annual municipal budget. While the 2026 budget will be referred to as “the mayor’s budget,” it will still be a collaborative effort by staff, all of Council, and the public; a procedure that has served our community needs since 1994.
Mayoral decisions or directives that may come in the future through the use of the Strong Mayor powers will be available for public viewing through our website https://www.clearview.ca/government-committees/council/strong-mayor-powers
